1. Democratic Governance & Institutional Oversight Architecture

Accountability to the families of Saint-Igneuc and Jugon-les-Lacs is the cornerstone of our institutional legitimacy. As a registered French non-profit association (Association déclarée régie par la loi du 1er juillet 1901, RNA W221001725, SIREN 342371317), ASS CATHO CHEFS DE FAMILLE operates under a transparent three-tier governance architecture designed to ensure participatory decision-making, strict financial stewardship, and ethical safeguarding:

  • The Sovereign General Assembly (Assemblée Générale Ordinaire et Extraordinaire): Convened every spring in our Main Community Hall at Saint-Igneuc, Bourg, 22270 Jugon-les-Lacs, the General Assembly brings together all active member households and volunteer delegates. Each member exercises an equal deliberative vote to approve the annual moral and activity report, audit the certified financial statements, set the modest statutory membership due for the upcoming cycle, and elect members of the Board of Directors (Conseil d'Administration).
  • The Board of Directors (Conseil d'Administration): Composed of nine elected local residents—including parents, retired educators, artisans, and senior representatives from Saint-Igneuc, Dolo, and Jugon-les-Lacs—the Board meets on the first Tuesday of every month to supervise venue upkeep, approve workshop curricula, review safeguarding protocols, and oversee institutional representation before municipal and departmental bodies.
  • The Executive Bureau (Bureau Exécutif): Elected from within the Board of Directors for a renewable three-year mandate, the Executive Bureau comprises the President, the General Secretary, and the Treasurer. These three officers handle day-to-day administrative correspondence, prefectural filings, insurance compliance, and accounting controls.
Explicit Statutory Non-Remuneration Disclosure: Pursuant to Article 14 of our founding statutes and French tax doctrine governing disinterested management (gestion désintéressée), the functions of President, Secretary, Treasurer, and Board Member of ASS CATHO CHEFS DE FAMILLE are strictly unpaid. No officer receives any salary, attendance fee, honorarium, or benefit in kind. All membership fees and dues are fully reinvested in the association's public interest missions.
